Angry Prospect driver points gun...at off-duty cop

HA HA Too Funny. Yes, this is the only Dept where you can go to the top with no degee. So many more qualified people with degree's and they dont stand a chance at the appointed promotion positions. This ranking structure is crazy, deputy chiefs are Colonels!!!!! Colonel is suppose to be the highest you can get.
