Actually, LFD could never have done it countywide, remember, LFD only operates inside the USD. And they weren't that great at it, many of them resented being required to go on medical runs. (Not to mention the waste of money in sending 3-4 guys and a piece of gas-guzzling apparatus on an ankle sprain.)
