Sure, because THEY see the car. But those who don't live in an area where there is an officer with a take-home don't see it, and do not benefit. And playing devils' advocate - if all you do is drive it home that is one thing, but that isn't what officers do, nor is it what they were intended to do - the purpose was to make it LOOK like there are more officers out there and that isn't accomplished unless you are actually driving it around off-duty. When people see cars being used to make off-duty income (something no one else with a take home car can do) without any offset, it's hard to explain.
