Who cares. If your already an officer then your vested under 20yr or 25yr plan. It won't affect you unless your a new hire. I have a feeling the new guys and gals will eventually have a high 10 instead of a high 3 or 5. The system is short millions of dollars because the state govt has stole the money out of the hazardous duty pension fund to pay the state pension fund. I feel sorry for anyone who comes on after the next couple years or so. They will not reap the same benefits that I will under the 20yr high 3 plan.
