The people in Portland will complain, but its only a building... When the officers leave they are patrolling thier beat....and if they are at the division they are not doing anything to prevent crime... DO AWAY WITH THE FIRST DIVISION MAYOR AND NEW CHIEF.

I actually proposed this idea with Mayor Fischers office. We are too command heavy as it is. It would a great way to cut back on unnecessary labor costs.

In reply to the tiny first is a joke comment, let me say you are not only wrong but ignorant ( meaning uneducated). The "METRO" government paid for a study after merger. It said the following. That for an area our size and population, there should be a minimum of 10 police districts and recommended 12 would better serve the community. Now remember that's Jerry's own study. We went the other direction. A few years after merger, in July, a budget was passed that had operating costs for 10 divisions. That was 6 from the former city and 4 from the former county. In September of the same year we suddenly went to 8 divisions. What happened to the 10 months of operating costs for 2 divisions. The next year it was budgeted for eight divisions. The simple idea of the smaller area to cover, the better the response and understanding of the beat officer, has been lost due to budgetary concerns. An Officer who went to the 1st (6th back then) from the 8th remarked at how many foot chases he had been in since arriving. He then realized it was because he was patrolling a smaller beat and that much closer to where the run came out. If you believe in COP, then you would support this since COP wants the beat guy closer to the people on his beat. If you follow compstat, then this fits since the smaller area to cover offers better reaction to an emerging trend in crime. If you believe it takes a cop on every corner strategy, well this isn't it but close and its better than having an officer ride a beat that is bigger than the old city's entire area like an old Adam district beat prior to merger. Officer safety is another point that can't have a price put on it. 100 square miles divided into 5 with 5 officers working or 10 areas with 10 officers working ( 1 per beat). 10 has a better chance than 5 and since 10 is a smaller subset than 5, your back up is twice as close. As far as money goes for CO's. take it back to 1 Sgt. , 1 Lt. per platoon and a Cpt. for the division. 1 chief who takes care of operational and 1 assistant to handle administrative issues ( tech, mutual aid agreements etc). There are more than enough Sgt's to do this and enough Lt's May (need a few more but not many).
