Just because you do not see lights does not mean the officer is not trying to get somewhere he needs to be.

The SOP (Standard Operating Procedure) for LMPD, and Ky state law restricts them from using lights and sirens in all but dire need situations.

What is Deemed an emergency does not always fit into the, get there as fast as you can catagory.

I observed a man trying to get into my neighbors house while they were away. By the time the officers got there he was already gone. My daughter arrived shortly after they did, and stated they did not have thier lights on to get here faster. When I inquired about the slow response due to the person attempting to leave, they stated it was not an emergency to respond with lights and sirens. So I asked how about using just the lights. The stated LMPD policy forbids them from using the lights only.

After a lengthy conversation the officers gave me a better understanding of the response types they are restricted to.

If you want to make such assumptions, I suggest you educate yourself. Because by knowing the facts of EVERYTHING you will surely cut them some slack.
