Constable shoots woman in Walmart parking lot in southwest Jefferson

How is he able to continue carrying a badge similar to LMPD's and patches similar to JCSO's? Is there a loophole? Or just a complete disregard for higher authority? Constitution officer / elected official or not, the rest of his "staff" have no rights or responsibilities from what I understand the Constable himself has no assigned duties from Metro, so why is there a staff in the first place? Are they paid somehow as well?

Is he using the pretense of an ordinance cannot supersede the KRS? He is governed by the Fiscal Court, am I mistaken? So he should be taking directive from the Fiscal Court.

Process Service is listed on his site as a job function. Is there so much paper service that the Sheriff's Office cannot handle that workload? I just read a post that his guy "Gaddis" contacted a female on Facebook and she found his business card on her door from the Constable's Office.

Previously, he has been denied access to the e-Warrant system, MetroSafe, Homeland Security assistance, process service, blue lights, uniforms, mutual aide, etc... My concern is what type of access to information they have and how they are using it, seems that there is a tremendous amount of fraud, waste and abuse that has been going on.

Where is the money coming from to outfit that operation? Grants, donations, State/County/Local government?

I know he has a fleet of vehicles with official plates and an entire staff, what is it that's really going on? Who's paying for all of that?

There are 2 other "Constables" in Jefferson County; they aren't doing things out there like Whitlock. If there was such a need for services, these other guys would be out there as well.

What's up with this Kentucky Constable's Association? Why is Whitlock a board member and supply them with a training facility at his location, seems like a backdoor deal to me. This is purported to be the organization that is investigating him, these are his buddies!

Hell, one of the impersonator named and shown here is the chairperson on the Professional Standards Bureau that allegedly investigates these cases of wrongdoing. I'd bet they find no wrong doing? Is there an SOP and actual training directive for these guys on paper?

The Constable from Meade County has been identified as a middle school friend of Whitlock, where is the unbiased investigation? Plus he's a Chaplain? Is that through an online ordination, just like their training; which is just a piece of paper and not real?

I see someone named Rector is the President of the Association, where is he and why hasn't he presented a press release? Is he another Whitlock that hides like a roach when the spotlight is on?

So many questions that need to be answered!
