Umm. I think he was referring to the "guy" that does nothing but stop lil ole ladys with one taillights... while his beat is being carrried away by the local thieves that he doesn't even know exists. And when this person is told to spend time in thier neighborhoods they still slip out and do thier bull**** stops. All the while leaving thier beat partners to make the domestics and person with a gun runs alone.

Then this guy gets the new car, the good details, and an occasional go home early treatment.

I don't think anywhere in my original post I said anything about not being proactive. I guess I need to get the big box of crayons out for you and write real big. "Riding your beat" to me is taking care of your problems which means locking up the problem children. What i'm saying is their are people who let their beat go to hell so they can go off and write tickets. It's not rocket science.
