some departments use the rank of Detective as a mandatory requirement before becoming Sergeant they also are rank with pay grades. This Department will not consider seperating Detectives from Patrol both in Rank and Pay. Simply put, specialized training and testing would require a new job classification by civil service. The prior administration did not want to spend the money. Make Detective a pay raise and increase responsibility = less liability.
