Having big stats does not mean you are an outstanding Officer. It just means you spend a whole lot of time at the booking clerk while someone else has to make runs on your Beat. Commanding Officers should know that numbers do not mean you are controling crime on your beat. As we all know Court is an extra job for a lot of people. Your Boss should know who does a good job and who doesn't. Of course that means they would have to leave the office.

If the crime rate goes down on your Beat , and you are riding it hard , you are doing a great job stats or no stats.
