I suppose I took some of it the wrong way but I do agree the system is completely flawed and is an endless cycle of waste, redundancy, and bureaucracy.

Actually, the problem is that fire/ems/police are not all under the same cabinet director, as they were forever until JA decided he wanted to take the police out of public safety.
