Chief White shakes up Louisville Police Department

I think what the writer was stating is that the reorganization that is being done has done nothing to address the real issue that face the patrolmen everyday. It only seems to cement individual authority and places a level of protection between the chief and the real world of patrol work.

Sometimes those who are in power are so paranoid about loosing "control" they "keep people on their toes" so no one else could threaten their posistion. It is one of the oldest rules in the political playbook.
