Yeah- CIS better mind their manners. Ray is the most by-the-book (read: policy nazi) commander we have, and he LOVES to catch somebody making a mistake!

Maybe Richardson trusted they knew how to do thier jobs and didn't worry about the small stuff. It seems robbery, homicide , sex crimes have above average clearance rates plus strong conviction rates. I like toknow what dozen you spoke to, probably the dozen that haven't been seen in years anyway. Check the last post on this thread maybe that will clear things up for you.
