MAJOR significance. Divisions are pieces of Departments. Right now, the Police DEPARTMENT stands apart and separate from the rest of public safety (Fire, EMS, etc.), which is organized under the Public Safety Department. It is the Police Department, and the Division of Fire, which puts everyone else one step lower in the organizational structure. I have been told Abramson did that to justify the exorbitant salary paid to the Chief - since you can't have an employee (the chief) making more than the cabinet secretary they fall under. That, however, ignores the fact that, for example, the EMS director makes a lot more than the Safety Secretary (they changed the name of the cabinet heads at merger) to whom he answered. (As did the Zoo director and I think the Library director, too.)

It basically means the police department is disconnected from everyone else in public safety. It also means that every police "division" is organizationally equal to the entire Division of Fire. Means we have a very dysfunctional structure.
