that sign should be removed as it doesn't stand for anything. When the administration commits these acts upon their own troops and tolerates others in the department who also do it where is the outrage? There are alot of good officers on this department who would not and do not tolerate these acts but there is no where to turn when the administration turn a blind eye to it.
