Sad part about it, I'm generally ON your side, but LMPD officers who respond like this are your own worst enemy. The matrix is simply a bs way to shift responsibility AWAY from the commander, who in this case, had the authority to look at the matrix (filled out by Jackman, who I daresay never had any training in how to fill out the blocks in the thing) and say, naw, this doesn't warrant this kind of response. Most agencies do expect their commanders to have common sense and use it, not blindly say - the paper made me do it.

And no, the decision would NOT have been made by the officer - it final go/no go decision falls squarely on the SWAT commander - so was it Cobaugh at the scene, or someone else? (I assume the man gets vacation sometimes, so I don't know if he was there or not.) Who reviewed the matrix and made the call? But the article indicated that he gave a 10, the highest score, for that property, which is flat-out goofy. Have you actually SEEN the property? I drove out there last night and for heaven's sake, by that evaluation, every house with a security door gets a 10!

Have no idea about the Ramages, I'm sure they aren't the most stellar citizens in the world, but that is immaterial in this case. The search was justified, the problem is how they served it and how much damage they did in the process. Mommas pretty much always defend their kids, and I'm sure every relative of every officer is a sterling citizen - yeah, right. I know mine aren't and I won't claim them to be. (Oh wait, that son of a female officer that got arrested for murder a while back, mmmm, nahhhh, mamma is a cop, he can't be guilty.)
