If you really want to mess them up on the cars - enforce KRS 186.067 regarding the markings on publicly owned vehicles. The statute was intended for true undercover cars, not command cars. By law, if you aren't in an investigative capacity, you should be driving a properly marked vehicle. (Nothing says they have to be marked like regular police cars, the statute outlines out they must be marked, though.)

firstly, i commend you on an articulate and non-defensive post.

I will assume that this was a tongue in cheek statement, because mathematically, it is extremely flawed. In a 55 mph zone I would wager that most of the speeders are going between 65-70. If you were to drive only the speed limit, then all of them would catch up to you, because on any given day, the random nature would place just as many speeders behind you as in front of you.

Traveling 55 amidst the speeders would provide a 10 mph difference from speeders traveling 65 and a 15 mph difference between the 70 mph violators. In order for you to have as much variance in travel, you would have to travel about 75-80 on the watterson, which, would be less economical, would also contribute to the problem and be an unnecessary risk on your part.

Secondly, your proposition of having court shifts to coincide with the scheduled shift of the citing officer would make total sense. The inconvenience would fall on the person receiving the ticket and would really only be noteworthy if they were ticketed while in a work vehicle, because their day would be interrupted.

The only issue with that would come down to a familiarly vocalized pet peeve, equality in traffic citations.

As to the issue with take home cars, I have yet to see a quality study done that defends the PERSONAL use of cruisers. Im not talking about takehome cars that sit at the officers house when not on duty, that I have no problem with. The benefit comes from the service an officer performs while off duty. From personal experience, I just see far too much of the failure to stop and assist. Something i will say in support though, is that unlike 20 years ago, everyone has a cellphone now, so the need for assistance is minimalized.

Personally, i believe all menial labor jobs that are deemed critical to society's survival should get a raise, but the employees in those fields are obligated to deserve those increases, and yes, that especially includes my own field.
