The city does have to reimburse the state for her health insurance though.
There isn't ANYONE that could do this job for less than 95K? If they didn't think she was needed, why did she never clean out her office, never turn in her ID badge, etc.? If that isn't proof of intent to rehire, what is? Has the state gone after anyone under that provision?

It does cost the city $95000 a year more IF he created this new job for this stimulus money management, since they will probably hire somebody to do Driskell's old job.
