I agree to a point. I think the majority of the blame comes on the decisions Issac Bass made, but you are correct. If some lazy chair warmer should have done their jobs and this scumbag wouldn;t have been back out on the street in the first place.

I can not speak for the Probation Parole Officer in Jefferson County. I can state as a general rule only felony convictions send a Parolee back. Fustrated Officers often see the Parole Board giving the Parole Violator a slap on the behind and Parole him back to the street. Officer's are given the directives not to send a Parolee back on a DUI conviction and other misdemeanors with the direction to work to find some type of "Treatment" instead. As long as a Parolee does not committ another felony they receive all of their street time as service on their sentence (as of July 1, 2008). To supervise those on Probation adds another layer on what Judge expects what "Treatment".

Money issues and lack thereof are guiding DOC decisions. I can tell you that P P Officers are working overtime (on our dime) with expanded caseloads and additional responsibilities put on us by each legislative session. I will tell you that there are Probation Parole Officers in this state that are working very hard to supervise our offenders. We are enjoying our 1% raise and are the lowest paid P P Officers in all of the surrounding states.
