I think I can answer that, to some extent - because you (the Mayor) raised the expectations and made promises that you couldn't financially keep. For example - most of my relatives in the old county were told, by a variety of folks "pushing" merger, that they would get "free" trash pickup, more police coverage, better fire protection, etc. Fortunately, most (not all, but most) of my relatives knew better, but many people in the county believed it. Now, ML is forced with trying to meet these raised expectations with no money - equalizing police coverage, etc. (Let's see, and these are rough numbers, we have about 1200 cops right now - not much different than the combined totals from LPD and JCPD. But they are now trying to spread those officers more equally across the county, rather than concentrated in the old city - which shortchanges the city residents - WHO PAY MORE IN TAXES - and still doesn't meet the expectations of the larger geographic area of the county - many of whom don't want to pay for their OWN police department, but want more services from LMPD.

It just won't work, financially. I live in the 2nd Division, and I see FAR less police coverage - I try to keep track of how many officers are working in my division, and the adjacent 1st Division - and there simply ARE NOT ENOUGH BODIES TO BE REASONABLY SAFE!
