Well said, with one exception. Police can prevent murders by policing the behavior that leads to some homicidial situations. If you don't let people hang at the corner liquor store and get drunk in public, jump street corners and lock up every dope dealing thug and bottom line you do not tolerate behavior that you would not allow in your own neighborhood. The problem is that we have majors that send out memos about laying low and not stirring up trouble. As it has been said a hundred times on this site, during the summer when the task force is out crime goes down.......maybe somebody in the puzzle palace could figure that out.
