Placing The Blame

If we didn't have officers teaching basketball full time and rehire slugs who immediately become the liason to U of L, we would have some people on the street.

I hear that the 8th division has sent out a letter telling officers to write reports with the lowest possible offense so the division comstat numbers will be better. If this is true then the commander putting the letter out should be investigated for issuing an illegal order.
