Right you are! Every division is short. We are getting so damn top-heavy that the cart is getting ready to tip over. Robert White's idea that span and control should be like that of the Army where soldiers are broken down into fire teams or small units with direct NCO supervision will not work in the police department. We have too many chiefs and not enough Indians. I ride on a platoon with 19 people and we have three sergeants. Ridiculous! When I take the other end and can't about the division is too large for its own good I have to agree. Every division is too large. Each time a new chief of police comes in and thinks he can do it better its like in the private sector, (let's cut costs and overhead to save money) chief White and uncle Jerry don't give a damn about the people of Louisville. All they are looking for is to look good on paper. (And not really succeed in there either.) When division officers can't make runs because they are stacked in queue because there are not enough officers on the street and there are not enough people to go around then more crime is committed. In both the old city and county divisions it took less time for officers to get to someone who needed help, and things worked out pretty well. The reason for that was it we had 10 police divisions and now we have eight. Eight monstrous divisions were sometimes it takes officers 20 minutes to cross divisions to get to the run.
