Chief apologizes for officers actions at skating rink

The Chief seems to not comprehend basic cause and effect. By encourating IA complaints, he's encouraging people to think that they have a cause of action to file a lawsuit. In turn, that forces the County Attorney to defend those lawsuits and ultimately, that costs the City a lot of money, even if they are ultimately dismissed. Once a complaint is filed, BY LAW, the Chief has to keep his mouth shut, he isn't allowed to talk about the situation publicly. (Wait a minute, maybe that's why he's doing it - NAHHH.) If the parents of every kid files a complaint, IA would be overwhelmed and nothing would get done.
