Chief apologizes for officers actions at skating rink

Thats a good idea. The only problem i have is that he "encouraged" people to file complaints. This chief has proven by past actions that he doesn't back his officers. Does anyone remember when he agreed to speak at that Community meeting with that bailey guy from UofL who advocated killing cops?
