5th Safest? That's based on crimes actually reported. A lot of crime here goes unreported or is a warrant case. Are warrant cases counted on those stats?

Don't assume that the people in the "poor part" of town like the situation - I'm certainly not poor and I live in the area you have just stigmatized. (And I've donated a lot of money to Downard, how about you?)
