FOP Endorses Kelly Downard for Metro Mayor

I am curious about a few things: if White is so unqualified and his background so sketchy, why and how was he selected. Does he have any enthusiastic supporters in the command, in the ranks? Also, to what extent can some of the greivances aired here (murder/violent crime rate, aging vehicles, high-dollar communications upgrades of questionable value, etc.) be directly attributed to incompetence on his part (and not the mayor or some other party)
