There is a file used by law enforcement officers and probation and parole officers. It is called the Convicted Person on Supervised Release. This file was designed to assist both groups to maintain information concerning the conduct and whereabouts of convicted persons who are on supervised release. The problem with this is there are only 3 states that do not use it. Kentucky being one of them. No one in the state will input the information. This is an officer safety issue. This could create jobs for the state. This file has to be maintained on a 24 hr basis, 365 days a year. As it stands now, if a probation offender is caught doing something an officer cannot find out the necessary information on the offender unless the offender offers the information. Don't really see that happening. Again, this is an officer safety issue.
