Yep, it is certainly a systemic problem - what they are doing simply isn't working, and is going to get someone killed.

Why do we have cops in schools - but not on the street? Schools are the primary responsibility of the school system. We don't have enough officers left for anything extra at this point - time to pull back to the core mission of the department.

The Mayor is too worried about starting false rumors and anxiety among LG&E families (you can't buy it, Jerry. It's not for sale yet!) and the Chief is too worried about making sure the civilian members of LMPD are fashionably dressed to worry about the officers or their radios. The Chief needs to quit micro-managing and look at the big picture! Take care of the officers on the street first and then you can worry about whether the LMPD civilians surf the internet on their lunch hour in a pair of jeans!
