The 3% Rule

I agree, we had a permanent unit like this...STREET CRIMES. The Chief disbanded them, not "warm and fuzzy" enough. What a concept, people dedicated to catching bad people. Shame the lawyers have not figured out a way to sue the Chief for negligence in the deaths and injuries suffered by the victims of increased criminal activity....under this command, the thug rules the street!!!
