how about hiring retired police officers as part timers, that hav ealready been trained, already have insurance through retirememt,but could come in a fill in when platoons and units are short,or for details, you could pay them a fair flat fee, and you could also use them to take the reports by phone,they already know how and have the knowledge to help poeple out.
