An investigation really isn't necessary in the first place just to demote a Major back to his most recently held merit rank. The rank of Major is just an at-will position. Metro Government could've saved themselves the time and resulting media criticism.

True, a Major can be demoted for no reason at all, but they're lying about there being no paperwork. When they perjure themselves on the stand and someone actually bothers to charge them, maybe that practice will become less common among Louisville Metro government political appointees.
Fischer makes all the decisions. This chief is no more a real chief than Conrad was. They're sockpuppets hired to do what they're told and take the fall when needed.
Aubrey angered the real chief, Greg Fischer, when he blew the whistle on him during a Metro Council hearing about the riots. They didn't like him telling the world how they covered up 2 bombings last summer during the hearing, covered up the attempts to burn down the Main Library and courts, the protestor-perpetrated attempted carjackings, the racially motivated acts of violence in the east end by radicalized BLM-supporter criminals, and talking about how the BLM protestors used violence
