What happens here isn't normal. LMPD stopped encouraging proactive stops in 2003. Those officers that were proactive were regularly harassed with forms and PSU interviews for baseless claims made by habitual criminals. Everyone started laying down after that. Over half of this department has never really policed and doesn't even know what it entails. They have no recollection of pre-LMPD policing. The ones who do are mostly too old and too close to 20 to care after laying down this long. Even detective units have become lazy as some recent news stories have revealed about sexual assault cases and O.T. abuse in the last few years.

You don't fix this problem with a new policy. You hire in a new chief who brings in some command staff from elsewhere. They'd start suspending and firing people. They'd have to take the rod to the spoiled children after years of bad parenting. There are some hard core do-nothings that would have to be made examples of to get the others to comply.

The lazy people have nothing to fear unless possibly Angela Leet wins. I doubt LMPD or the crime wave will ever be fixed, which is one reason I sold my house and moved out of the county.
