Louisville is controlled by liberal wealthy people who don't care how high the crime is outside their area of town, heavily influenced by low income minorities who think the police are a bigger problem than criminals. I would expect nothing more than what we have today under merged government. If the gangstaz ever decide to explore the wealthy Highlands neighborhoods and River Road corridor then they might have to hire a command staff with the skillset and motivation to reduce Louisville's homcide rate. The sub-50% homicide clearance rate speaks volumes.
