My question is if the sheriff has the constitution on his side then why does metro council determine his budget every yr. If it is such a powerful office then why can't he determine his own budget.

And the Kentucky statutes - which is why Whitlock is going to win his lawsuit against the Metro Council for gutting his statutory pay.
