Louisville police begin tracking problematic officers for prosecutors, defense

The FOP will never do any more than the members want it to. If the members are too afraid to stand up to the command, then the FOP will be afraid too. LMPD is as political as a small county sheriff's department so people are afraid of making people mad. They might get put on latewatch in the ghetto if they do.
