Really? You honestly believe that the 15-20 most qualified officers on this department are currently Majors or above? You honestly don't believe that some who hold the rank of Major or above are absolutely unqualified?

You believe that the promotional process actually works and that the 57 most qualified leaders on this department are the 57 lieutenants we have now? I'm not arrogant. I'm a realist.
