I don't remember those days when officers were only given awards for legitimate 'over and above' work. Every year, a few slip through just to ensure perpetual cynicism amongst the ranks. However, my hire date was only 1989.
If you watch a recruit class go through their first few months, you can pretty much predict who will be a recipient of a few of these status awards. And you have to figure it will be a few, because these guys can't stop at one.
Maybe they should just break it down and issue the awards in two different colors; one for merit, and one for status.
I don't know the guy who is the subject of the article, but I would imagine his would clearly be one of the merit variety.
