It seems he got the information, gave it to KSP Detective. KSP Detective did or did not do (fill in the blank). Morgan talks to supervisor and they both think it is good to notify the attorney representing the convicted woman. The action or inaction of KSP is brought to the attention of the court. KSP & LMPD did (fill in the blank).
All of the suspect actions or inactions were brought to the attention of his supervisor...a sworn peace officer...Was this reporting a crime? (Remember also he was trying to provide evidence of a murder. A crime.) He took the information to the court (judiciary) through an attorney.
I think he was trying to report something.
