Precisely - an INDIVIDUAL police officer in Kentucky can't run lights in their POV, unless the DEPARTMENT uses the vehicle for emergency purposes. And constables must have specific permission to have BLUE lights (not red, just blue) as noted in KRS 189.950(5). And in KRS 189.920(2) police and sheriff's vehicles may be equipped with blue lights, and MAY have a combination of red/blue IF the legisltive body so approves it. (Which makes me think - have they?)
