If you’re waiting that long 3-4 times a month, then you must not be waiting that long 8-12 times a month. If you’re locking up 12-16 DUI’s a month then you need to get back to riding the beat…unless you’re assigned to the Traffic Unit on late watch. It’s hard to be a good beat partner when you are always tied up on a traffic stop or at the book.

Yeah, that was my point. If they changed the staffing at the book and actually scheduled enough BA operators to fill the machines every night (or at least on nights that have been historically busier), the waiting thing wouldn't happen very often, and it still seems cheaper than certifying several hundred officers.

I agree. There is nothing wrong with a beat officer working DUIs. Obviously no one should let their beat get carried away while only focusing on DUIs, but if DUIs are a significant issue on your beat, have at it. Like everything else, there's a happy medium somewhere in there.
