It still seems cheaper to pay 4 techs each night than to certify hundreds of officers. In the end, officers are still limited to the number of machines at the book.

An excellent compromise - encourage those who do a lot of DUI - including ALL of the traffic officers - to get Intox certification. It would speed things up tremendously. One friend of mine who is one of the few people who do their own Intox screenings says he usually ends up running through a few LMPD arrestees too, just to get them in within the two hour time period. He doesn't mind, but is always amazed that LMPD officers don't do their own.
