I've never worked for another agency. And I'm not saying that doing something differently is wrong. I'm convinced however, that the benefit outweighs the cost of changing the way the things are done. I think research into the subject is warranted and it would be worthwhile to explore the option of us doing our own BAs.

Looking at it from the outside (meaning I haven't looked into the costs associated with either process), it seems that our current set-up may be the most cost effective. KSP has an obvious need for their troopers to be certified. They are spread out across the state. I would think it would be much less expensive to certify a handful or two Corrections Officers than the majority of the officers on the department. Even if adding another certification into our training wouldn't kill us, it still costs money. Probably more than people give it credit for.

The 20 minute observation period gives officers plenty of time to finish their arrest citation, time that has to be spent at some point during the arrest anyway. I just don't see the benefits being worth the costs. Is it?
