Reorganization coming within Metro Police Department

you can not blame viper yet, they haven't had their umbilical cord cut and are still tied to the colonel. you could say that the task force, led by the new head snake, has been innefective on all levels, with the exception of wasting a ton of overtime. if the new cobra commander was unable to be close to being effective as the task force commander, how will the viper be successful under his watch? he has had access to a huge amount of resources and has still managed to mess it up. just thinking it is a question that should be asked.
