Get used to it. The Mayor is selling the lot. It was in his last budget announcement.

I have no dog in the fight on this one, but it goes back to the reason for the lot in the first place - a place for officers to park to go to court. It was never intended to be all-day parking for folks who actually work downtown, like Corrections and the SO - even those who are members of 614 rather than the Sheriff's Lodge. But when they started the process, you wouldn't have seen deputy sheriffs who were also retired LMPD/LPD/JCPD. It is the responsiblity of Aubrey fo find HIS guys a place to park.
