I merely was pointing out that there is a difference in patrolling different divisions with a possible solution to lower the risk to a more manageable level. If you are on the same boundary of beats then response time wont be that much different if you are both close by because you got together before hand and discussed the number of runs to a particular area and made plans to address.

I did not say this is the end all be all of how to handle things. There will always be exceptions that we all adapt to ( see previous post about different geography\population) in each area we patrol.
