I'm old enough to remember when this law came to be. It was about preventing cars being stolen.
It was all over the CJ and in the news.
It was the motivation to the law being enacted.

Yes and I am sure their insurance company will pay out and our rates will increase, but the fact is some little thug stole the car. The vehicle left running surely made it easier, nonetheless they made the decision to steal someone else's property and yes the passenger who was killed shares the blame also . She knew it was wrong and went along with her little thug friend. Blame not the car owner. Blame not Sgt Boyer. Blame the thief who caused this tragedy by first his theft of the vehicle and then his flight when he was being pulled over.
