I agree with everything you said except number #5. LOUISVILLE DOES NOT HAVE GANGS. PERIOD!! I have been saying it for years. When I make that assertion, I am basing it on the fact that I have worked patrol for almost 20 years and have not seen any real evidence that Louisville has gangs. Do you see guys hanging in groups committing crime for a cause? Do you see rampant grafitti advertising gang pride? This whole "Louisville has gangs" thing is no more than the imagination of an out of touch police department. Years ago LPD came up with a Gang Unit. Before it was even assembled, I quietly knew it was a waste of resources. Well, that unit last for about a year before the brass realized there was no work to do, because LOUISVILLE DOES NOT HAVE GANGS!!! Gangs are so 1990's and people on the street know it. It will take a few more years before LMPD catches on.

What does that mean?! Plain English is better than trying to use fancy phrases to show how smart you are. Just saying.

I certainly agree with number 8. If you told our Metro Council members that we would be electing members outside of the community in which they live to represent them, they would kick and scream. They would argure that they best represent their areas and are best suited for the job. I suspect some other elected officials would feel the same way. But somehow, our government always seems to think they have to look elsewhere for a Police Chief. You will not keep nor develop your best when you operate from that position. And I doubt if ANY leadership development material would recommend you take the route of least resistance in order to develop your own employees. Folks with experience on the department are dwindling down quickly. If MY/OUR community does not start letting LMPD lead from within at the top, there are going to be big problems way down the road. There will be no employee development and those who try and excel will leave the agency or town for a better opportunity and the agency will never get stronger, more experienced leaders.And any good leader knows they shouldn't allow this to happen.
