Video appears to show LMPD officer striking man with flashlight

There is a policy to not socialize with known persons of trouble. Is Kenton Buckner violating policy. He is an Asst. Chief you would think he would know the Depts policy. This kid is trouble, that's all we need is to hire another trouble maker.
