I'm not doubting it, but 1) I'd have to see the check to believe it and 2) if that is the case, then they are violating the Kentucky Constitution. However, the state auditor did prove, to the apparent surprise of Metro Council, that they paid an illegal bonus of over a year's salary to the chief just for him staying five years, and have cost the taxpayers of Kentucky who knows how much by making him eligible for a state pension and some state insurance as well, now that he's vested and has, what, 12 years in the system?
